Results to Structure Working Group Poll January 2010
As mentioned before in the update I did for the group, 157 people voted in the poll representing 121 different approved Freegle groups. Every one of the voters was verified as eligible to vote, both the non-Freegle Central members and the 10% of members.
It should be noted that not all questions were responded to by all voters. The percentage figure given relates to the total number of votes cast for that question, not for the total number of participants in the poll. The results of the poll are as follows:
1. 'FREE AND LEGAL' PROPOSED WORDING CHANGE
The first two criteria voted for in a previous poll were about groups affiliated to Freegle needing to be 'free and legal'. These two criteria were carried by large majorities (99% and 97% of the vote) but in order to clarify the wording, we propose that the following statements are changed.
a. "Promote gifting items that are free" - change this to "'All items offered or requested have to be free'" (the option that gets the most votes will be the one adopted)
Yes 153 votes (98.1%)
No 3 votes (1.9%)
b. "Promote gifting items that are legal" - change this to "All items offered or requested have to be legal" (the option that gets the most votes will be the one adopted)
Yes 147 votes (96.7%)
No 5 votes (3.3%)
2. 'SUITABLE FOR ALL AGES' CLARIFICATION
It has been pointed out that the criterion "Promote gifting items that are suitable for people of all ages" only appears to cover items, although some members may have voted on it to cover the tone and content of the message. After lots of discussion on the Structure group, we have found this to be the most difficult of all the criteria to reword and we are very aware that the Freecycle 'appropriate for all ages' equivalent was one of the most debated area of 'rules' due to its ambiguity. We therefore feel that it might warrant a complete reworking and rethinking. It was voted to be adopted by 73% of voters, so we would like to know in this poll if members are happy with it as it is, or would like a wider debate on its inclusion (or not) in another form.
Please vote for the one of the following: (the option that gets the most votes will be the one adopted)
Keep the original wording ("Promote gifting items that are suitable for people of all ages") 31 votes (19.9%)
Remove this criterion for now for a significant reworking and rethinking to be performed by Structure and
presented in a later poll 74 votes (47.4%)

3. ADD BORROWING TO CRITERIA?
The following were voted to be adopted as criteria for groups which wish to affiliate to Freegle: 'Not allow selling of items' and 'Not allow swapping of items'. It has been pointed out that we haven't addressed the issue of borrowing items. We therefore ask you to vote on the following criterion as a requirement to be affiliated to Freegle: Groups to adopt the criterion "Do not allow messages asking to borrow items" (the option that gets the most votes will be the one adopted)
Yes (groups should not allow borrowing) 97 votes (63%)
No (groups may allow borrowing) 57 votes (37%)
4. MANDATORY vs HIGHLY RECOMMENDED
There has been some confusion over whether the questions in the first poll for Basic Requirements for a group to affiliate to Freegle (affiliation criteria) were Mandatory (ie you must do this) or Highly Recommended (ie we would really like you to do this but don't insist). Therefore we will be asking later in this poll about each basic requirement and if we should be having it as a Mandatory rule or a Highly Recommended guideline.
Before we do that, though, for something to be Mandatory we need to know it is sufficiently supported by the membership. Most votes are considered passed with a majority of over 50% of the vote, in line with the way votes are normally run and everyone understands. However for group affiliation and other critical decisions in future we might want toconsider a higher vote as the threshold. So the next question is what percentage of the votes cast on a question is acceptable for the result to be considered mandatory?
- over 50% (1/2 approval)
- over 66% (2/3 approval)
- over 75% (3/4 approval)
- over 85% (17/20 approval)
Please vote in order of preference; if 50% is your most favoured option with 66% being your second most favoured option, please tick 50% as First Choice and 66% as Second Choice. Please vote for up to four options. If none of the four options receive over 50% of the votes cast for this question, the option with the lowest number will have its votes redistributed according to the second choice of those voters. This procedure will continue until one of the four options has over 50% of the votes cast. In future, the percentage agreed by this question will only be implemented when clearly marked in polls, otherwise the highest number of votes for any option presented will be considered as a binding majority decision
After the first round of counting, the following votes were cast:
- over 50% (1/2 approval) - Received 15.8% of the vote
- over 66% (2/3 approval) - Received 36.7% of the vote
- over 75% (3/4 approval) - Received 26.7% of the vote
- over 85% (17/20 approval) - Received 28.9% of the vote
After two further rounds of counting, when the votes of the option with the lowest result were redistributed, the results were:
- over 66% (2/3 approval) - Received 66.2% of the vote
- over 85% (17/20 approval) - Received 33.8% of the vote
As the Returning Officer, I therefore declare that, when a majority poll is indicated, the majority required should be over 66% of the votes cast.
5. MANDATORY AFFILIATION REQUIREMENTS?
The following criteria have been previously voted as requirements for groups to adopt to be considered a Freegle group in previous polls and/or in this poll. But as mentioned in Question 4 of this poll, we hadn't collectively agreed what constituted a majority vote. It is envisaged that a group not following a mandatory rule may eventually have its listing removed from the site, though we would expect that this would be a last resort if we could not reach agreement. Because of this consequence, please consider each statement carefully before voting. The process by which this would happen will be considered by the People working group and will be proposed to Central by way of a poll.
Question 4 earlier will establish a percentage vote needed to make affiliation criteria mandatory for future polls. To ensure that votes cast previously are clearly understood, we ask that you please vote for whether the following criteria for group full affiliation should be voted as 'Mandatory' or 'Highly Recommended' (the option in each question with most votes will be the option adopted)

6. 'OTHER' GROUPS AFFILIATION
There has been discussion on introducing a second category of affiliation which would allow groups not following the full criteria (eg. cafes) to become 'Friends of Freegle'. It is envisaged that this category may not include voting rights, although detailed criteria (name, voting rights, rules and guidelines) for this category will be proposed later by poll if agreed. (These groups would have to have different criteria to the main, fully affiliated groups) As a basic principle, do you feel we should at some point consider a second category of affiliation to Freegle? (the option that gets the most votes will be the one adopted)
Yes - 126 votes (81.8%)
No - 28 votes (18.2%)
7. THE FREEGLE NAME
When the Freegle name was chosen, we agreed it would be reviewed in six month's time (11 March 2010) to see whether people were happy to continue with that as the name of the organisation. Individual groups can use that name or not as they prefer. Now that some time has passed, do you still think we should review this name? (the option that gets the most votes will be the one adopted)
I would like a review of the name for our Organisation - 12 votes (7.7%)
I wish the the name Freegle to be retained as the name of our organisation - 144 votes (92.3%)
