STRUCTURE GROUP REPORT October 2011
Structure Working Group [1]
This is a summary of discussions since our last report of 30th September 2011, covering messages 9291 to 9435. Our membership stands at 68 (one less than last month).
The topics we have discussed this month are below.
Upcoming Elections
We discussed the best timing of the next Reps elections and elections for a new Returning Officer. The conclusion so far is that the Reps elections will be brought forward, with nominations running during the AGM. Jacky has expressed her intention to stand for the Reps elections and so will be standing down from the role of assistant Returning Officer, leaving Stuart to fill the role alone until the RO election can be held. He will request an assistant if necessary. Timing of the RO election still to be decided.
Elections - votes
We have, since the last election was held, adopted a new policy of auto-promotion of the first loser if a rep leaves in the first three months. In that it states that 'there will be a option to vote for 'none or no others'. ' The RO team asked - what if 'none or no others' gets lots of votes and becomes a contender in the highest amount of votes calculation? It was decided that in this event rather than auto-promoting we would need to run a fresh election.
Task 66 - Reps Co-opting Powers
In the event of an early Rep vacancy we are discussing whether, instead of auto-promoting the first loser, Reps should be given the power to use their own judgement to co-opt someone for the remaining part of any election year for elected posts. A Start-of-Topic notice was posted on Central. 18/10/11 Opinion on this is divided with a wide range of thoughts being expressed. We will be running a poll on Structure in an attempt to clarify further.
Task 33 - Look at information on Rep candidates.
(Task complete) Looking at ways in which information about the Rep candidates can be given fairly and evenly and asking the question should the reps be moderated on Central during the candidate questions process. Everyone was happy that the process should be run as Candidate questions on Central and that there was nothing to be gained by putting the candidates on mod during this time.
