== Introduction ==

In December 2013, Freegle decided in a national vote to approve the conversion of Freegle to an Industrial and Provident Society for Community Benefit (IPS). The steps to do this are outlined in our report, section (10).

One of our next steps is to select a group of 9 people to become its Directors, so we are holding an election.

For ease in this document, it states that we are electing the IPS Directors, but strictly speaking we are in fact selecting them so they can be appointed to the Board of Directors by the current members of the holding company, Freegle Limited.

On 2 January 2014 the Freegle TSW Team published the Freegle IPS Director Role Description on Freegle UK Central. Questions regarding this role description were requested. This role description and the questions that followed can be found at the following addresses.

Nominations for Freegle IPS Directors will begin immediately. However, the counting of the week required will begin on Tuesday, 14 January so that we have a full two weeks for nominations.

Nominations should be made as follows:

#Nominations may be made via [http://freegle.it/Central Freegle Central] or directly to the [[ReturningOfficer@ilovefreegle.org|Returning Officer email address]]. Nominations may either be made by the candidate (self nominated) or another Freegle Volunteer.

The last year has been a big one for Freegle. In addition to welcoming our two-millionth member and seeing hundreds of local volunteers from hundreds of local groups facilitate our members in keeping many tonnes from going to the tip, Freegle was also transformed nationally into Freegle Ltd, an Industrial and Provident Society for Community Benefit.

In February 2014 we elected nine individuals to serve as Directors of this newly forming IPS. We thank those individuals, the Freegle Reps and all other Freegle Volunteers who worked so hard to set up Freegle Ltd. Now that the IPS is fully formed, in Freegle Ltd will soon host its first Annual General Meeting (AGM).

The first AGM of Freegle Ltd will be held Monday, 8 June 2015 (0001hrs) to Tuesday, 16 June 2015 (2359hrs) inclusive on Freegle UK Central. As detailed in our Rules under [http://wiki.ilovefreegle.org/Rules#Retirement_Cycle Retirement Cycle], all the current Directors are obliged to stand down at the first AGM. As such, there will be an election for 9 Directors.

The last year has been a big one for Freegle. In additions to welcoming our two-millionth member and seeing hundreds of local volunteers from hundreds of local groups facilitate our members in keeping many tonnes from going to the tip, Freegle was also transformed nationally into Freegle Ltd, an Industrial and Provident Society for Community Benefit.

I’m Carole Marland (aka Carole Sixmum) I live in Cornwall with 3 of my children and my daughter’s partner. I’ve been involved with Freegle since before the move and before that since 2007 when I was asked to cover on our local group. I then progressed as owner/moderator on our neighbouring group Hayle & St Ives and have been there ever since! I am relief moderator/owner on several groups and step in, as and when required. Hello, I live in a small village in North Devon with Elaine Willis who is both my lodger & Business Partner, we keep both tropical & cold water fishes, and I am the proud owner of both the Mid & North Devon Freegle groups and am also one of Elaine’s Mod’s in her Torridge Freegle group. Unlike a lot of you when I started the MidDevon group in October 2009 – it was the 1st Brand new Freegle group! - I did it without much knowledge of how to do things, although I had been a moderator in both the Bideford & NorthDevon Freecycle groups we didn’t have any training at all, was just told to accept members if they sounded OK & moderate their messages, so it’s been a new experience for me, and I’m learning all the time. From the time I left school in 1950 until 1957 when I became Self Employed I worked as a kennel maid and also with children. In 1957 I joined my Mum who had several Guest Houses & a Private Hotel, we sold the latter in 1966 and did various other jobs before becoming a Kleeneze agent in 1975, my Mum joined me & we became Joint agents and our aim was to become Main Agents which wasn’t very easy at the time as our Upline didn’t like any of his agents becoming one! however when he retired I joined Bill’s group & he gave us a lot of help and we made it! I am also on some of the Working Groups and try to take an active part in them, and if I were to be elected I promise you that I would do my best to help the current RO and also anyone else who asked me.

My involvement with Freegle began in September 2009 when dismissed from Freecycle for suggesting that more consideration should be shown for the volunteers. It was clear that the break point had been reached for many and a few days later I started a Yahoo group known as Freegle Forwards. Several dozen volunteers joined and in true grassroots spirit, a fury of activity commensed. Through the work of many, websites were created, spreadsheets built and Freegle launched.

In December 2009 I was elected as a Freegle Rep. I served with that team for two years. While challenging, that opportunity has been a great experience. I am amazed by the quality team with which I have had the privilege to work.

I have just resigned from that team as I no longer have the time to properly participate and believe someone else will use the position more productively. However, I want to continue contibuting to Freegle as an organisation and am pleased to stand for Returning Officer. This role will strike a better balance between the time that I have to give and the responsibilities of my personal life.

I believe I possess organisational skills which are well suited to the Returning Officer role. My job often requires me to analyse data, which I believe is vital to the office. I am quite at home with spreadsheets, having been a major instigator of using Google Docs and Spreadsheets within Freegle. And having worked extensively as part of the Freegle Geeks team, I believe my computer skills would be very useful as a Returning Officer.

This Report is a summary of the Reps activities from the August 2010 Reps Report until the present. The activities span 17 August to 19 September 2010. This involved approximately 800 posts on the Freegle Reps Yahoo group between the seven currently serving Reps.

= Day to Day Freegle Operational Matters =

#Reps agreed that the new Freegle Local Funding Yahoo group should operate as a Working Group. To join that group, please visit [http://freegle.it/LocalFunding http://freegle.it/LocalFunding].
#Paul worked with the new Ombudsman & Deputy Ombudsman to setup the [mailto:Ombudsman@iLoveFreegle.org Ombudsman@iLoveFreegle.org] email address and linking it to an Ombudsman Yahoo group. The Reps were kept in the loop during this process. Once the Ombudsman & Deputy were up to speed on using their email address and group, all access was turned over. Only Kathy (Ombudsman) & Emma (Deputy Ombudsman) now have access to the email account and group.
#Russ (Bracknell) stepped down from involvement with the mapping and Overcycle liaison activities. The Reps agreed that Alison (Middlesborough) could continue this if she wished to do so. She confirmed that and is helping.
#The Freegle Geeks team have been working for many months to improve the administrative interface to the website for adding new groups. These enhancements allow for managing all of our core group data in one place and through one interface. This includes adding groups to the website, mapping, creation of shortlinks, and enabling the Freegle Message Maker. The task of adding new groups to the website (including all of these tasks) has now been turned over to the Group Launch Coordinator (Tom). This previously required actions from a number of people, which could cause delays, etc. The new process means that new groups have a quicker and easier setup for all things Freegle tech related.
#A brief discussion took place between the Freegle Geek team and the Freegle Reps about hosting of our website for the next year. Some options are being considered at the moment, but nothing is definitive at this time.

= Reps Team Operational Matters =

#Reps discussed when we should poll on decisions, and when we can come to them via group discussion. Roughly, the decision was to poll often as it is easy and gives us clean results.
#Jane scheduled a monthly review of our task list on our the Reps group calendar. The task list was also reviewed several times with tasks being modified & closed as required.
#A brief discussion recurred regarding the concept of a Reps Cafe. The Reps decided again that this would not be the best course of action, at this time.

= Handling of External Inquiries & Complaints =

#The Freegle Info mailbox inquired to the Reps about an advertisement received for SEO (Search Engine Optimisation) services. The Reps briefly discussed and replied in agreement that Freegle was not interested. Edward replied to the Info mailbox team on behalf of the Reps.
#A proposal was received from a local business (Leatherhead) to setup a national service for delivering Freegle goods. The Reps replied that this sort of service was better coordinated with local groups, which are autonomous.

= Handling of Internal Inquiries & Complaints =

#The Reps were approached by Jacky and the team from Norfolk Freegle about the development of a new recycling/reuse group platform which they are exploring. This was discussed between the Reps with feedback being given to the team from Norfolk. The Norfolk team then shared their plans with Freegle via [http://groups.yahoo.com/group/FreegleUK-Central/message/15575 message #15575 to Freegle Central].
#A complaint was received by an applicant for a new Freegle group about a decision made by the GAT. The Reps discussed and agreed that the applicant's next course of action was to email the Ombudsman with a request to Appeal the GAT decision. As the complaint was received by both the GAT and Reps, the GAT responded to the applicant offering the opportunity to Appeal.

= Development of Freegle Policies & Procedures =

#Reps agreed via poll that we feel it is not necessary to develop a bespoke Freegle Equal Opportunities document at his time.
#Reps finished our internal draft of a Working Groups document. After much collaborative drafting, the document was unanimously agreed to be passed along to Structure, where it was further revised.
#The Reps got back to Alison (Freegle Historian) with some further feedback about the Freegle History Policy document.

= Consideration of Freegle Strategy & Direction =

#The Reps were consulted by the GAT about the request to form a Canal based Freegle group. We indicated we thought this was an excellent idea. The GAT then took this to Central for feedback (which was also very positive).
#The Reps briefly discussed our thoughts on allowing groups from other countries to affiliate with Freegle. We generally feel that Freegle UK still has enough to sort out and that we as an organisation are not ready for this sort of expansion, even if originating from the outside.
#The Reps have had some discussions regarding media matters, publicity, the event in Birmingham that Cat & Edward attended, and the blog. We agree that publicity is an important matters on which Freegle should focus nationally. Many local group owners and mods find this difficult. National efforts such as stickers for wheelie bins, etc, would be great. We expect these discussions to continue on Reps and also on Central and/or the Media Working Group.
#While not a Reps activity, Cat received the Sussex Volunteer of the Year award, for which we are very proud. Running on lack of sleep, but high adrenaline and enthusiasm, Cat begun some discussions about how we could work more on national publicity. = Arbitration of Carol's Suspension =

#The Reps were informed by the Ombudsman that the process of assembling a panel to review the suspension of Carol from the Reps team had begun.
#Requests were received by the Reps from the Ombudsman as to why Carol was suspended and any conflicts of interest within the investigation panel which we foresee.
#The Reps discussed our participation in this process, how best to present the data and what qualified as a Conflict of Interest, and began preparing our evidence.

= And Other Random (potentially off-topic) Matters =

#Most Reps took the Proofreading test at [http://www.copyediting.co.uk/test.htm http://www.copyediting.co.uk/test.htm].
